Unless one thinks “humane” can be used only in some absolute sense, there’s nothing incongruous about this statement. There’s a war going on and, in terms of both the incredible force available to the US, and the surprisingly low civilian casualties reported so far by Baghdad, your complaint about the use of the word would puzzle those Iraqis who have survived Saddam’s many butcherous attacks on his own people.
